Job Summary:

Reporting directly to the Vice President, Plan & Policy Development, the Senior Director, Plan Services works closely with the Senior Director, Plan & Policy Development, the Plan Services team, and across both Plan Operations and other HOOPP Divisions to bring a deep knowledge of, and technical expertise in, pension plan design, administration, policy, research, and complex regulatory compliance. The successful candidate will apply their unique and extensive pension legal expertise to lead ongoing projects and research, supporting the administration, design, and evolution of the Plan. They will apply sound judgement, creativity, technical knowledge, and experience to bring forth recommendations to HOOPP's executive team and the Board of Trustees, that will help improve the Plan to ensure benefits remain appropriate for members.

They should have a proven capability of influencing, leading, and championing successful change, at the Board, executive and other levels within an organization and operate with a view to continuous improvement.

What you will do:

  • Identify, direct and lead strategy around plan design and benefits; the candidate will provide thought leadership on the evolution of the plan's design, relying on experience and a detailed understanding of the plan's regulatory and legal environment as a result be directly accountable for the delivery of strategic initiatives and priorities.

  • Identify, assess and resolve matters of strategic, policy, or compliance impacting the Plan and delivery of the pension promise, including continuously assessing the regulatory environment, plan benefits, as well as member and employer needs, to provide leadership within Plan Operations and across HOOPP.

  • Produce high quality pension design and environmental research to support the Plan's design and administration, including for purposes of recommendations to HOOPP's Executive Team and the Board of Trustees.

  • Act as a key decision-maker in resolving questions related to benefit eligibility or entitlement, providing direction on complex member and employer issues. Use your highly specialized pension and regulatory knowledge to resolve escalated disputes from members, retired members, employers, and other parties on issues that fall outside set policies and procedures, and difficult, unusual or precedent-setting cases.

  • Develop Plan Operations' staff capability through coaching and mentoring with a goal to transfer unique and highly specialized industry knowledge to the team.

  • Provides leadership and direction on plan administration regulatory and compliance matters for cross-divisional projects across multiple Divisions within HOOPP (Legal, Communications and Public Affairs, HR, Finance).

  • Provides leadership and direction on all matters of Plan legislative compliance required by Risk & Internal Audit; bringing a depth of industry expertise and knowledge of the changing regulatory environment.

  • Lead initiatives, acting as a key subject-matter expert to represent HOOPP with external parties including pension regulators, industry experts, industry organizations, other pension plans, etc.

  • Lead, coach and develop a diverse and strong team of professionals to deliver operational excellence. This encompasses establishing work assignments, plans and annual objectives, monitoring and providing feedback on a continuous basis, as well as assessing staffing requirements and recommending changes to the VP of Plan Services.

What you bring:

  • Exceptional, in-depth industry knowledge of pension and related legislation and regulatory compliance, with a proven ability to interpret and deal with complex legislation and contractual agreements, demonstrated through a minimum of 10 years in pension plan regulatory or compliance work;

  • A minimum requirement of 10 years' pension subject-matter experience in Defined Benefit (DB) or Defined Contribution (DC) pension plan.

  • University degree is required. The ideal candidate will have a legal degree and a minimum of 5 years of legal experience with a focus in pension administration.

  • Proven excellence in communication skills (both oral and written), with all levels in an organization including executives, senior management and staff, pension members, employers and other stakeholders, as well external parties, including internal / external legal counsel, auditors and actuaries; and representatives of regulators and of other pension plans.

  • Exceptional sound judgement and creativity skills

  • Demonstrated thoroughness and attention to technical detail

  • Excellent research and analytical skills

  • Ability to present technical concepts to a senior audience

  • Ability to work with minimal supervision

  • Ability to lead and influence teams (both directly and indirectly)
